The GHSA Policy and Procedures Manual serves as a guide to assist staff in administering the National Highway Traffic Safety Administration (NHTSA) traffic safety grant program in compliance with applicable State and Federal laws and regulations. It is intended for use by State Highway Safety Office (SHSO) personnel, Department of Transportation employees, state and local government officials, and anyone interested in the procedures which are followed by the State Highway Safety Offices.
